If you use an Android phone, you can add your card to your Google Wallet from almost any country.
If you use an iPhone, you will be able to add your card to Apple Pay if your country is on this list: https://support.apple.com/en-us/102775
And before you ask, no :) If you are in a country that is not supported by Apple Pay, you cannot change the address associated with your card to get around this. The card is tied to your verified country of residence.
